Winnie Tang: Extend the application of smart city project from beyond East Kowloon

"The Policy Address 2017 indicated the Government has put in a lot of effort and resources in the development of smart city and the overall IT industry," said Winnie Tang, co-chairmen of Smart City Consortium. The relevant policies in this regard include the HK$18 billion investment in enhancing the innovation and technology ecosystem, and an additional HK$500 million earmarked to improve the quality of public services.

"At present, most of smart city pilot projects are only confined to the East Kowloon district. But many of these initiatives can be extended to other areas in Hong Kong. I hope this HK$18 billion fund can also be used to encourage re-industrialization, enhance the productivity with emerging technologies for the construction industry, and to develop more smart services with the LCSD."

Tang deducted 2 points out of a total of 10 because of insufficient attention paid on IT talent cultivation. "The development and investment in talent cultivation remain limited. There is also a lack of support for the continuous education for existing IT professionals."

Tang scored the ICT policies 8 marks out of 10.
